Apple iCloud does not stream, except that it kind of does

A debate has started within the industry on Apple’s iCloud service which when announced by, at the time, acting CEO Steve Jobs about streaming music from one device to another; say stream from a Mac to an iPod; he firmly denied the iCloud service would stream music across devices.

The technicality answer from Apple is that it is a temporary download that is then removed once the song has been finished. In my book then that would be streaming. However, are Apple trying to get out of costs which streaming services have to pay (for example: Radio Stations, Spotify, Grooveshark and other services)?
